Unverified accounts

Accounts that have never verified their email and are older than the retention window. They can never sign in. An account whose email was verified once (including one reset by an admin 2FA reset) is never listed. Deleting one wipes its (normally empty) blob objects too.

The old location is never deleted recursively; the job result tells you what remains to clean up by hand.

Every migration signs out all users and refuses regular logins until it finishes. The blob store is unchanged; "users only" and "scratch" wipe the dropped content's blob objects.
